John Tebbs
is an electrical engineer with over 35 years experience in the
power industry. A Fellow of the Institution of Electrical Engineers,
John was a senior manager and director of East Midlands Electricity.
As part of the management team responsible for the distribution
system with a maximum demand of 4500 MW and 2.3 million consumers,
he helped guide the company through the throes of deregulation
and privatisation. During the 1990’s, he was involved with
projects to automate and update electricity network operations
and in the implementation of a Geographic Information System.
He was also responsible for direct liaison with the DTI, HSE,
Environment Agencies and the electricity regulator, OFFER.
In 1997 John set up his own consultancy company in the electrical
power field. His assignments have taken him around the world and
have included advising on regulatory frameworks in developing
markets, advising on embedded generation in the UK, supporting
regulatory bodies in the UK and Ireland with distribution and
transmission price control reviews and consulting on a number
of power engineering projects.

Brian Wharmby has over 30 years in-depth experience
of the electricity industry gained in both the private and public
sectors. He has unique experience of regulation of energy markets,
having been involved at the highest level in restructuring and
regulating the industry in the UK since 1988. He held the position
of Technical Director with the UK regulator OFFER (later to become
Ofgem) for over 11 years and continues to have a part-time role
as a Senior Technical Advisor. In 2001, Brian set up his own consulting
company specialising in the regulation of energy markets and electricity
sector technology. His assignments have been worldwide but he
has retained a strong presence in the UK, advising Ofgem and the
DTI on energy related matters.
Brian has a PhD in electrical engineering from the University
of Newcastle-upon-Tyne and is a Fellow and former council member
of the Institution of Electrical Engineers. He is also a member
of CIGRE (Le Comite International des Grands Reseaux Electriques),
the International Council on Large Electric Systems.
